IEP Level 3 is designed for the Pre-Intermediate student in English-language training—someone who functions with some difficulty in situations related to immediate needs; uses basic learned phrases and sentences; answers and asks simple questions; gives simple oral directions for finding a specific location; communicates simple personal information on the telephone; and reads and writes letters and numbers, a limited number of basic sight words and simple phrases, simple notes and messages based on familiar situations, and basic personal information on simplified forms.

Upon successful completion of the High Beginner level, the student will be able to
• produce highly correct English pronunciation that leads to overall oral and aural
comprehensibility,
• utilize oral communication skills in a wide range of social settings,
• use multiple full sentences in speaking and writing,
• have a fair command of English grammar,
• use a fairly wide English vocabulary, and
• listen, read, speak, and write English well enough to progress to Level 4 as exhibited
through the unit, midterm and final assessment scores.
